For the NWDB’s One Stop Partner meeting on June 8, 2017, Eastern Maine Development Corporation provided the below Economic Overviews for the Northeast Region.
The Northeastern Workforce Development Board (NWDB) administers contracts and provides oversight of the workforce system in Penobscot, Piscataquis, Hancock, Washington and Aroostook Counties. The Northeastern Workforce Development Board (NWDB) is seeking proposals from an entity (public, private, or nonprofit) or a consortium of entities that, at a minimum, includes three or more of the required Workforce Innovation Opportunity Act (WIOA) one-stop partners of demonstrated effectiveness, located in the Northeastern region of Maine. The basic role of a one-stop operator is to coordinate the integration of service delivery of participating one-stop partners and service providers. WIOA sec. 3(41) defines one-stop operator as one or more entities designated or certified under WIOA sec. 121(d). Entities selected and serving as one-stop operators are sub recipients of a Federal award and thus are required to follow the Uniform Guidance. The NWDB IS NOT procuring services etc. for Adult, Dislocated Workers or Youth in the five-county region at this time.
Bidders may download an electronic copy of the One Stop Operator RFP beginning May 25, 2017. Proposals are due by June 23, 2017 12:00PM (DST). Proposals must be submitted either by mail to 26 Franklin Street, Bangor, ME 04401 or electronically to jrussell@NortheasternWDB.org. Subject line for email submissions must state, “Proposal Submission for NWDB One Stop Operator.” Questions must be submitted electronically to jrussell@NortheasternWDB.org between May 25, 2017 and June 9, 2017.
